What makes Pong so mean?

The funny thing is, we brought Pong home to try to make our other cat (Evil Sybil) nicer!!!  It isn't working.  Instead of playing with her sister cat, she spends all day grooming the dog, who by the way, outweighs her by about 65 pounds.  When Jesse (the dog) feels that her bath is over, Pong reminds her in an oh so gentle way that the bath is over when she says it is.
