What makes Peg so mean?

Peg is a 3-legged cat that has no respect for the other 3 cats in the house. She will go up to our cat Max and bite him in the throat. With Loofkin, a very old and weak cat, she will wait for her to turn a corner and pin her down. And on our third cat Sister she will constantly jump her. 

To humans, if there is someone she doesn't know she will run under the bed until they leave, and once she gets to know them she will come out to bite them. She may have 3 legs but she runs up and down the stairs at light speed and has no problem rushing her way up the scratch posts.
