What makes Mercedes so mean?

This is Mercedes and his sister Porsche. Mercedes is a 35 lbs cat, and while he is sweet to humans and his sister, he is a living terror to our little dog. He will walk over to him and bat him in the face with his paws. When the poor pooch wants to go upstairs, Mercedes will lie on the stairs and block him from coming up, swatting at him if the dog tries to step over him. We have to protect the dog while he eats otherwise Mercedes will bully him and take his food. And in the winter Mercedes takes over his bed in front of the fire place, hitting the dog till he moves.... our poor little doggie.
